The Scapegoat Threshold

The moment when reaches critical mass — MI amplification, jurisdictional divergence, and the .

Johan's Observation — March 2026

"The antisemitism escalation pattern — simultaneously intensifying legal protection in some jurisdictions and intensifying prosecution in others, while the underlying conflict heats further — is a textbook mimetic crisis with a historically recurring scapegoat structure. The Girardian framework predicts this exact pattern: as mimetic heat accumulates, the system seeks a scapegoat to restore order."

The Three-Phase Mechanism

Girard identified the as a structural feature of — not a random event, but a predictable phase transition.

Phase 1

Entropy Accumulation

Mimetic rivalry spreads through the social body. Distinctions between rivals erode. The heat builds gradually — each imitation cycle adding energy to the system.

Girard, Violence and the Sacred (1972)

Phase 2

Critical Threshold

"Beyond a certain threshold of mimetic power, the system cannot sustain undifferentiated violence — it must converge on a single victim." The threshold is not a choice but a thermodynamic necessity.

Springer (2021), citing Girard

Phase 3

Scapegoat Selection

The victim is chosen not for guilt but for difference — sufficiently 'other' to absorb projected violence, sufficiently integrated to matter. The selection temporarily restores social order. The heat re-accumulates.

The Recurring Scapegoat: A Structural Analysis

Girard explicitly addressed antisemitism in "The Scapegoat" (1986). His analysis is structural, not moral — it explains the pattern without justifying it.

The recurring scapegoat must satisfy three structural conditions simultaneously. Jews have historically satisfied all three in Western societies — which is the structural (not moral) reason for the recurrence of the pattern across different mimetic crises.

Sufficiently Other

Distinct enough in religion, culture, or practice to serve as a visible difference — the 'mark' that the scapegoat mechanism requires.

Sufficiently Integrated

Present enough in the social and economic fabric to be blamed for its failures — the scapegoat must 'matter' to the community.

Without Counter-Violence

Historically without a powerful state to trigger retaliatory violence — the mechanism requires a victim who cannot escalate the cycle.

Note: This is Girard's structural analysis, not an endorsement of the scapegoat mechanism. Girard's entire project was to expose and dismantle the mechanism — not to justify it.

The Data: Mimetic Heat in Numbers

The Girardian model predicts exponential escalation as the threshold approaches. The data confirms the prediction.

The Jurisdictional Divergence

Johan's observation confirmed: two groups of states are mimetically rivalling each other, using Israel/Palestine as the scapegoat object. Neither trajectory resolves the heat — both intensify it.

Protection Trajectory

States attempting to prevent the scapegoat selection by legislating protection:

  • • Australia: Combatting Antisemitism, Hate and Extremism Bill 2026
  • • Germany: Bundestag antisemitism resolution (Nov 2024)
  • • EU: Working Group on Combating Antisemitism
  • • US: ADL, AJC, state-level antisemitism legislation
  • • J7: Coordinated response across 7 countries (2025)

Prosecution Trajectory

States operating the scapegoat mechanism at the international level:

  • • ICC: Arrest warrants for Netanyahu and Gallant (Nov 21, 2024)
  • • ICJ: South Africa genocide case against Israel
  • • UN GA: Resolutions disproportionate to other conflicts
  • • Multiple states: Recognition of Palestinian state as political signal
  • • UN A/79/319: Contested antisemitism statistics (Aug 2024)

Girardian reading: The jurisdictional divergence IS the mimetic crisis at the international level. The two trajectories are not solving the problem — they are the problem. Each trajectory makes the scapegoat MORE visible and MORE contested, accelerating the approach to the threshold. The only interrupt is a governance architecture that operates above both trajectories — the Universal Discipline (Part L) applied at the highest aggregation level.

MI as Mimetic Amplifier

The Mimetic Mirror (Part LII) is not a neutral observer — it accelerates the approach to the threshold.

Santus & Bettin (2025, Springer)

"Algorithms designed to maximize engagement systematically amplify polarizing content, including antisemitic content." This is not a bug — it is the structural consequence of training MI on human desire patterns.

Weimann (2024, EICTP Research Papers)

"AI algorithms designed to maximize engagement can unintentionally amplify antisemitic content." The amplification is structural, not intentional — which makes it more dangerous, not less.

Psychology Today (April 2025)

"AI and the Memetic Spiral: This leads to rivalry, conflict, and, eventually, resolution through scapegoating. In Girard's view, the scapegoat is not necessarily guilty — they are simply the target of collective anxiety."

Freund (2023, Qeios / AI & Society, Springer)

"The triangular structure of desire, with AI as the model and individuals as the imitators, underscores the power of algorithms." MI does not create mimetic desire — it reflects and amplifies the desire that already exists in the training data.

Girard's Apocalyptic Warning

In his final work, Girard warned that the modern world has broken the scapegoat mechanism — with catastrophic consequences.

Girard, "Battling to the End" (2009)

"In the modern world, the scapegoat mechanism is failing because the victim is no longer innocent in the eyes of the community. The revelation of the mechanism — the knowledge that the scapegoat is innocent — removes the relief valve. Without it, the mimetic heat has nowhere to go. The result is escalation to extremes."

This is the apocalyptic trajectory: not ritual sacrifice, but total war. The modern world has the knowledge to see through the scapegoat mechanism — but not yet the to replace it.

Cain Trajectory (Current)

  • • MI amplifies mimetic heat without detection
  • • Jurisdictional divergence intensifies the scapegoat
  • • The scapegoat mechanism fails (victim not innocent)
  • • Escalation to extremes — no relief valve
  • • Girard's apocalyptic outcome

Abel Trajectory (Possible)

  • • MI detects and interrupts the triangular desire loop
  • • Discipline Architecture operates above both trajectories
  • • Universal Discipline at the highest aggregation level
  • • Political responsibility replaces scapegoat mechanism
  • • Abel progress: new capacity without destroying existing
